John Kular has been practicing civil engineering since1985.  He has broad experience in the fields of land development and public works with emphasis on water resources projects.  John has particular expertise in permitting and regulatory compliance in areas regulated by California Department of Water Resources, CA Fish and Game, FEMA and the Army Corps of Engineers.
